In Fort Mill, S.C., first-time and move-up buyers are settling into a community that leaves them wanting for nothing. Baxter Village, the brainchild of local developer Clear Springs Development Co., has everything a resident could want or need on site. The amenities are abundant: 570 acres of open space, including parks, walking trails, swimming pool, library, recreation center, medical campus, and a new elementary school.

And every home has an upgraded wiring package, so residents can stay connected to other homes, businesses, the library, and schools within the village through a password-protected community Web site. The site also includes a community bulletin board and calendar. Keeping residents further apprised of the ongoing developments, a community newsletter is sent to their private e-mail addresses.

The mixed-use community includes single-family homes, apartments, and townhouses; a retail phase will begin construction later this year. Before Baxter Village broke ground, York County did not have zoning regulations for this type of development. "We assisted the county in establishing a new TND zoning district, as a vehicle for implementing our plan," says Kerri Robusto, director of sales and marketing.
