A previously neglected area in Richmond, Virginia’s East End is undergoing a transformation that is providing choice and opportunity for low- and moderate-income residents. Church Hill North | Armstrong Renaissance is primarily the first phase of the revitalization of the Creighton Court public housing site.

The Community Builders, Richmond Redevelopment and Housing Authority, and the city of Richmond started with a build-first, instead of demolish-first, strategy on the site of the Old Armstrong High School adjacent to Creighton Courts to avoid resident displacement. Approximately 250 mixed-typology units, including townhomes and apartments for seniors and the disabled; a community center; and a central park were created.
