Suburbia isn't swelling as it has in the past, according to the Brookings Institution and the University of Virginia. While suburbs grew from 1990 to 2000, population growth was uneven: 37 percent of 2,586 suburbs in the 35 largest metro areas lost population or remained stable. Small suburbs suffered: nearly one-third of those with fewer than 10,000 people lost population in the '90s.
