A Minority of Delinquent Borrowers Can Thank HUD

New York Times staffer Matthew Goldstein reports that a HUD program to sell delinquent mortgages to private investors has resulted in about 2,000 borrowers being able to stay in their homes, though an overwhelming majority have been foreclosed on or have forfeited any rights to the properties.
