HUD wants to make it easier for people to buy their first home. In its current budget proposal, the federal agency has proposed offering a zero down payment FHA mortgage loan for first-time buyers. If approved, the program could help about 150,000 families a year into homeownership. Participants would be required to go through home-ownership counseling (which often includes financial education) and pay slightly more for their mortgage insurance.
