By Carolyn Weber First came the Metro, retail, restaurants, and the MCI center, now the residential component is completing the equation in a formerly down-and-out part of Northwest Washington. AvalonBay Communities' $50 million Gallery Place project will house 203 upscale apartments and 8,600 square feet of retail space. Avalon at Gallery Place will be completed by the fourth quarter of 2003.
