The Woodlands Township has started a new study on its potential incorporation, which – if approved by voters in a regional election – would formally establish the Houston-area master-planned community as a city with its own municipal government.

The Woodlands Township’s Board of Directors has selected Matrix Consulting Group to conduct the study, while HR Green will serve as a sub-consultant. The Township’s staff will work together with these companies on the study.

The study will identify current services that the Township is providing and what would change if they were provided in the framework of The Woodlands being a municipality.

Moreover, the study will look into additional services that the law requires to be provided, as well as what would be the costs of such services in case of incorporation and how they would impact The Woodlands’ tax rate.

Incorporation would also protect The Woodlands from annexation by either Houston or Conroe. The community currently has a regional participation agreement with Houston and Conroe that would prevent annexation until 2057.
