Home improvement contractors received the most consumer complaints in 2001, according to an annual survey by the National Association of Consumer Agency Administrators and the Consumer Federation of America. It’s a perennial problem: Home improvement has ranked within the survey’s top five for consumer complaints during each of the past five years.
