In order to demonstrate why it was difficult to find the money to construct affordable homes, the Urban Institute and National Housing Conference looked at the financials from housing projects in Denver that also sought affordable housing fund loans and tax credits. Washington Post staffer Emily Badger reports on the study which found that the private sector simply could not build the housing necessitated without help from public entities.

While the math would not allow for the construction of this affordable housing, the Urban Institute found three ways to possibly solve the equation:

You can demand renters pay more than what's considered affordable to them, or 30 percent of their income in rent...Or you can push the target income for the renters higher, designing a building for families at 80 or 120 percent of the median income -- and that may do the trick, too...Or you can bridge the gap with public subsidies.
