Lou Ochoa, who has been with Barratt American since 1989, has recently been named president of the firm's Inland Empire division. Michael Pattinson, Barratt's president and CEO, made the announcement.

“Lou's highly experienced community building background and his intimate knowledge of the Inland Empire new home market make him the ideal person to assume the presidency of this recently established division,” said Pattinson.

In other company news, Jason Armison, a development manager with Barratt since 2001, has been promoted to vice president of development and operations for the builder's urban development division.

MDC Holdings announced that Leonard Miller was appointed president of its Irvine division. Miller had previously served as regional vice president of finance for the California region. Miller brings more than 15 years of experience in the real estate industry to the position.

A 23-year veteran of the home building industry, Diana Ibarria has been tapped as president of Westbrooke Homes, a Miami, Fla.-based division of Standard Pacific Corp. Ibarria joined Westbrooke in 1981 and has held various leadership positions, most recently as executive vice president.

Ryland Homes has named Wayne Moore to home building manager for northeast Florida. Moore, a Jacksonville, Fla., native, brings more than 20 years of experience to the job.

William Gilmore has been hired as director of land development for the Palmdale Group of K. Hovnanian, which builds in the Antelope and Santa Clarita Valleys of California. Gilmore will manage the land acquisition and development activities in the Northwest and will head Palmdale's construction department.
