A building under construction in Albuquerque. The Santolina master-plan will now be able to form public improvement districts in order to make up building costs.

On August 23, the Bernalillo County Commissioners voted to grant tax incentives to Santolina, a 13,850-acre master-planned community site southwest of Albuquerque. Only one commissioner voted against the request.

The master-planned community can now form 40 public improvement districts, which will allow its developers to recoup some road and public infrastructure costs. A staff report read: "The net benefit to be delivered to the county over the first fifty years following formation of the (PIDs) is anticipated to be $5,806,608,044, which is based upon $8,088,419,400 in tax and other revenues delivered to the county and $2,281,811,356 of costs associated with county services for the development."

Current plans for Santolina include a residential area, an urban center, a town center, and business and industrial parks, which would be built on 4,243 acres of the property. The developer expects to deliver its first houses on the property by 2018.
