CONCORD, Calif., Sept. 13, 2016 -- FivePoint said Wednesday that it has hired Rachel Flynn to oversee planning and entitlement of the Concord Naval Weapons Stations. FivePoint is managing the project on behalf of Lennar Concord.
Flynn, an accomplished urban planner, has been Director of Planning and Building for the City of Oakland for the past three-and-a-half years. She will start as Vice President of Planning for FivePoint on Oct. 3, 2016.
"Rachel Flynn is a proven leader and a thoughtful, creative and collaborative planner," said Kofi Bonner, Northern California President of FivePoint. "She understands the complexity inherent in planning and delivering world class developments. Her efforts in Oakland have largely contributed to the new urban vitality currently experienced in the city. Above all, she's a tremendous person and we are delighted that she has agreed to lead our planning and entitlement efforts in Concord.''
"I am honored to be joining the FivePoint team," Flynn said. "This is a top-notch development company and the Concord project is enormously important in meeting the growing demands of the Bay Area. I look forward to working with Kofi Bonner, his team, and the City of Concord in creating a major development that we can all be proud of. My work in Oakland has been enormously rewarding and I will miss the many colleagues and friends I have worked with over these last few years."
Lennar Concord is the master developer for the first 500 acres of the Concord Naval Weapons Station in Concord, the San Francisco Bay Area's fourth-largest city. The first phase is part of a 2,300-acre reuse of the shuttered weapons station, which abuts Highway 4 and is adjacent to a BART commuter line. Lennar Concord's plan calls for 4,392 homes, nearly 1.7 million square feet of commercial space, a school, two community centers and more than 100 acres of parks, open space and greenways. Infrastructure development is expected to begin sometime in 2018.
Spanning the state from Southern California to the San Francisco Bay Area, FivePoint is the largest owner and developer of mixed-use, master planned communities in coastal California based on the total number of residential home sites permitted under existing entitled zoning. FivePoint's real estate developments are located in three of the most dynamic and supply-constrained markets along the California coast—Orange County, Los Angeles County and San Francisco County.
