Realtors received dispensation as "licensed professionals" under regulation by state agencies. Had Realtors been forced to comply they would have been vulnerable to steep fines and extra work cross checking telephone numbers. They also would have had to pay $500 a year to receive monthly updated lists of consumers requesting that telemarketers not call.
